This system builds on the existing work the USDA has been doing since 2021 to address supply chain and structural issues. The last few years have shown issues in our food system we didn\u2019t know we had\u2026 from supply issues in 2020 due to the pandemic to the more recent struggles with food insecurity and shortages during Russia\u2019s war with Ukraine. The USDA recognizes this, which is a big reason for their new Food System Transformation framework.<\/p>\n<p><!--more--><\/p>\n<p>According to USDA\u2019s <strong><span style=\"color: #ee8723;\">press release<\/span><\/strong> the 4 main goals for this plan are as follows:<\/p>\n<blockquote><p><span style=\"color: #fa8d29;\"><strong>1.<\/strong> <\/span><span style=\"background-color: transparent;\"><span style=\"color: #555759;\">Emphasize<\/span> <span style=\"color: #555759;\">equity<\/span><\/span><\/p><\/blockquote>\n<blockquote><p><span style=\"background-color: transparent;\"><span style=\"color: #fa8d29;\"><strong>2.<\/strong> <\/span>Build a more resilient food supply chain that provides more and better market options for consumers and producers while reducing carbon pollution<\/span><\/p><\/blockquote>\n<blockquote><p><span style=\"color: #fa8d29;\"><strong>3.<\/strong> <\/span>Create a fairer food system that combats market dominance and helps producers and consumers gain more power in the marketplace by creating new, more, and better local market options<\/p><\/blockquote>\n<blockquote><p><span style=\"background-color: transparent;\"><span style=\"color: #fa8d29;\"><strong>4.<\/strong> <\/span>Make nutritious food more accessible + affordable for consumers<\/span><\/p><\/blockquote>\n<h2 style=\"text-align: center;\"><span style=\"font-size: 14px;\">This plan intends to help throughout all 4 phases: <\/span><\/h2>\n<h2 style=\"text-align: center;\"><span style=\"font-size: 14px;\">production, processing, aggregation\/distribution, and markets\/consumers in the following ways:<\/span><\/h2>\n<p><span style=\"font-size: 14px;\"><img decoding=\"async\" style=\"width: 570px; color: #57585b;\">Source: USDA.gov<\/span><\/p>\n<h5>Food Production<\/h5>\n<ul>\n<li>The USDA intends to help support farmers across America by providing additional investments to help them \u201cprocess locally, sell locally, and adopt practices that are both good for their business and the climate.\u201d Investments include:\n<ul>\n<li>Up to $300 million in a new Organic Transition Initiative<\/li>\n<li>Up to $75 million to support urban agriculture<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h5>Food Processing<\/h5>\n<ul>\n<li>The USDA aims to address the issues that exist in the middle of the food supply chain through:\n<ul>\n<li><span style=\"background-color: white;\">The\u00a0<\/span><a href=\"https:\/\/www.rd.usda.gov\/food-supply-chain-guaranteed-loans\" target=\"_blank\" rel=\"noopener\">Food Supply Chain Loan Guarantee Program<\/a><\/li>\n<li>Deployment of up to $375 million in support for independent meat and poultry processing plant projects<\/li>\n<li>Creation of a robust technical assistance network<\/li>\n<li><span style=\"background-color: white;\">Investment of up to\u00a0<\/span><strong><span style=\"color: #ee8723;\">$275 million in partnership with lenders<\/span><\/strong><\/li>\n<li>Investment of up to $100 million to support development of a pipeline of well-trained workers and safe workplaces in the processing sector<\/li>\n<li>$200 million for Food Safety Certification for Specialty Crops Program<\/li>\n<li>Up to $600 million in financial assistance to support food supply chain infrastructure<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h5>Distribution + Aggregation<\/h5>\n<ul>\n<li>The USDA plans to help grow and support local and regional infrastructure by making the following investments:\n<ul>\n<li>$400 million to create regional food business centers<\/li>\n<li>$60 million to leverage increased commodity purchases through <a href=\"https:\/\/www.fns.usda.gov\/cfs\/farm-school-grant-program\" target=\"_blank\" rel=\"noopener\"><strong><span style=\"color: #ee8723;\">Farm-to-School<\/span><\/strong><\/a><\/li>\n<li>$90 million to prevent + reduce food loss + waste<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h5>Markets + consumers<\/h5>\n<ul>\n<li>The USDA aims to reduce food insecurity and increase access to affordable and nutritious foods by making the following investments:\n<ul>\n<li>$155 million in additional funding for <strong><span style=\"color: #ee8723;\">Healthy Food Financing Initiative<\/span><\/strong><\/li>\n<li>$50 million in additional funding for <a href=\"https:\/\/www.fns.usda.gov\/sfmnp\/senior-farmers-market-nutrition-program\" target=\"_blank\" rel=\"noopener\"><strong><span style=\"color: #ee8723;\">Senior Farmers Market Nutrition Program<\/span><\/strong><\/a><\/li>\n<li>$40 million in additional funding for <strong><span style=\"color: #ee8723;\"><a href=\"https:\/\/www.nifa.usda.gov\/grants\/programs\/gus-schumacher-nutrition-incentive-program\" target=\"_blank\" rel=\"noopener\">GusNIP Produce Prescriptions Program<\/a><\/span><\/strong><\/li>\n<li>$25 million to support <a href=\"https:\/\/www.fns.usda.gov\/snap\/supplemental-nutrition-assistance-program\" target=\"_blank\" rel=\"noopener\">SNAP<\/a> technology improvements<\/li>\n<li>$100 million to create a new Healthy Food Incentive Fund<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>These initiatives build upon existing legislature and commitments from the Biden-Harris administration and will provide support to farmers, ranchers, and consumers.
